A statutory corporation's entry into commercial contracts pursuant to a general power to contract is not a decision 'under an enactment' reviewable under the ADJR Act; the empowering statute merely confers capacity while the contract's validity is governed by ordinary contract law. Section 52 does not require disclosure of confidential commercial negotiations in arm's length dealings where no reasonable expectation of disclosure exists. Under s 46, a consequence of commercial arrangements that excludes competitors is not the same as a proscribed purpose; the distinction between competitive conduct and monopolistic practices requires examination of whether the conduct was directed at legitimate competitive ends.
