An accused who fails to comply with reasonable requirements of the Legal Services Commission cannot rely on the Dietrich principle to obtain a stay of proceedings, as the lack of representation is attributable to the accused's own fault. The requirements of the Commission to verify financial information, including by obtaining authority to approach third-party financiers, are reasonable where the accused's financial position is apparently inconsistent with claimed indigence. The bias test applicable to judges and jurors (reasonable apprehension of bias) does not apply to prosecuting counsel; the relevant question is whether the prosecutor's prior involvement resulted in actual unfairness in the conduct of the trial.
