Where an offender suffers from intellectual handicap and paedophilia, the sentencing court must balance diminished moral culpability against the need for community protection and denunciation. Deterrence is of limited relevance where the offender's paedophilic tendencies are unlikely to be diminished by imprisonment, but this does not necessarily reduce the head sentence where the offending is serious and ongoing supervision through parole is required.
