The likelihood that a stay will become permanent because legal aid will not be forthcoming is an irrelevant consideration in determining a Dietrich application. Legal qualifications and prior litigation experience of an accused do not necessarily constitute 'exceptional circumstances' under Dietrich, particularly where the projected trial is of extraordinary length and complexity.
