Cooperation with police regarding the offence charged (including plea of guilty and giving evidence against co-offenders) should be reflected in a substantial and identified discount to the head sentence, while cooperation regarding unrelated matters should be reflected separately through an early parole recommendation, following the two-stage approach in Thompson. A discount of approximately 35-40% to the head sentence may be appropriate for substantial cooperation including giving evidence against co-offenders. An offender who provides a weapon for a robbery but is not present at the scene should receive a lesser sentence than those who carried out the robbery.
