Where a worker's incapacity results from a disease of gradual onset within s 15 of the Workers Compensation Act 1987 (NSW), earlier frank injuries that contributed causally to the development of that disease cannot ground an apportionment under s 22 against a prior employer. Section 15 is a self-contained code that determines liability exclusively, and the last employer in the relevant industry bears the full liability.
