The objectives of a zoning and the perceived purposes of a development standard are relevant considerations in determining whether compliance with that standard would be unreasonable or unnecessary under SEPP 1. An objector under SEPP 1 cl 6 may present a case that the development standard itself, as applied to the particular land, is unreasonable or unnecessary. A pending planning study by the consent authority is a relevant consideration in the exercise of the planning discretion on a merits appeal, not an irrelevant consideration.
