A sentencing judge who makes a finding that genuine assistance was provided to authorities must allow some discount for that assistance, even if the information did not produce any actual benefit; the effectiveness of the information goes to the quantum of the discount, not to entitlement. Similarly, prior good character in drug importation cases must be brought into account even though it attracts relatively little weight. The relationship between the Ferrer-Esis and Bernier sentencing ranges for drug importation couriers was left unresolved.
