The 30-day time limit in s 4(1) of the Administrative Law Act 1978 (Vic) runs from notification of the decision and is not suspended by a request for reasons under s 8. A separate 30-day period runs from notification of reasons if and when they are provided. The doctrine of equitable tolling, as known in American law, was discussed but not accepted as applicable to extend the time limit. Non-compliance with s 4(1) renders an order for review irregular and liable to be discharged, but is better characterised as a condition of entitlement rather than a jurisdictional prerequisite.
