An aggregate head sentence of 8½ years for 17 counts of domestic burglary, receiving and related offences is not manifestly excessive for a persistent repeat offender with a 15-year criminal history, particularly in light of the 1996 amendments increasing the maximum penalty for domestic burglary to 18 years. Courts must give effect to the legislative policy behind increased maximum penalties. Late guilty pleas where delays are attributable to the offender attract only limited discount.
