Building work that has a dominant purpose of providing commercial facilities (such as bed and breakfast accommodation) is not 'residential construction work' under the QBSA Act, even where the work involves extensions to an existing home. The characterisation is determined by the nature of the work as described in the contract, not by the subjective intentions of the parties or the character of the premises after completion. A certificate of insurance under s 68(3) is not conclusive where the underlying work does not constitute residential construction work within the statutory definition, because the conclusive evidence provision only operates where its precondition — that the certificate be 'in relation to residential construction work' — is satisfied.
