Where an offender has demonstrated strong and genuine rehabilitation efforts, and the offence was impulsive and amateurish rather than planned, the weight to be given to general deterrence is lessened, and the offender may be 'the wrong vehicle' for a deterrent sentence. The head sentence of a partially suspended sentence must be one that would be appropriate if served in full.
