A 40% discount from a 12-year starting point for a heroin courier who pleaded guilty on the fast-track system and provided substantial cooperation leading to the arrest of a co-offender was held not to be manifestly excessive, though it was acknowledged to be toward the lower end of the appropriate range. A minimum term must not exceed two-thirds of the head sentence under s 19AA(1) of the Crimes Act 1914 (Cth).
