The Refugee Review Tribunal must address all essential elements of a protection visa claim raised by the material and evidence, including claims based on friendships and associations with members of armed groups, not merely claims based on the applicant's own political activities. A failure to deal with a claim or integer of a claim is jurisdictional error, distinct from errant fact-finding. The Tribunal must consider all elements of a claim cumulatively rather than treating activities in the country of origin and activities in Australia as discrete claims.
