For offences of indecent dealing with boys under 16 involving touching of genitalia, the appropriate sentencing range is three to five years' imprisonment. Where the offences are towards the lower end of gravity (particularly where there is an element of third-party entrapment), and the offender pleads guilty early, a sentence of three years is appropriate even where the offender has an extensive criminal history of similar offending. Prosecutors should present sentencing judges with comparable cases and a suggested sentencing range.
