What land a development application 'relates to' for the purposes of the owner's consent requirement under the Environmental Planning and Assessment Regulation must primarily, if not exclusively, be determined by examination of the terms of the application itself. Accompanying documents that merely speculate on or assume the creation of an easement over other land do not cause the application to 'relate to' that other land.
