A 25% discount for a guilty plea is not routinely available; where a plea is entered after empanelment and following an adverse evidentiary ruling, and does not reflect genuine contrition, the discount should fall markedly towards the bottom of the 10-25% utilitarian range. Discounts for assistance to authorities should not be applied wholly to the non-parole period as this skews the sentencing exercise. Where drug supply offences involve different drugs over an extended period, some accumulation of sentence is required rather than full concurrency.
