An applicant for readmission after striking off for dishonesty must demonstrate genuine insight into the nature and gravity of the misconduct, not merely express contrition in general terms. Explanations that are inconsistent with the objective facts found in the striking-off proceedings will undermine the application, even where the applicant has an unblemished record over a long period. The passage of time alone is insufficient; what matters is what has occurred during that time and whether the applicant can now be held out to the public as fit and proper.
