Section 69(1) of the Migration Act preserves the validity of a delegate's decision to refuse a protection visa even where the application form was not completed in accordance with its directions (here, signed by a minor without a parent or guardian). The Tribunal has jurisdiction under s 411(1)(c) to review such a decision because it remains a 'decision to refuse to grant a protection visa' regardless of whether the underlying application was valid under s 46. A Tribunal is not required to consider a particular social group claim where no material was advanced to support a conclusion that the feared harm was connected to the applicant's membership of that group rather than to the applicant's individual conduct.
