The Telope principle permitting characterisation of premises as a 'bulky goods salesroom or showroom' despite the presence of small portable items applies only to specialised retail premises carrying ranges of goods in which bulky items are a substantial component. It cannot be extended to general merchandise operations where multiple ranges of non-bulky goods are sold alongside some bulky goods ranges. A business selling wide ranges of general merchandise, of which bulky goods are merely incidental, is properly characterised as a 'shop'. Approved plans forming part of a development consent cannot extend the range of permitted uses beyond what the zoning allows, and are modified by restrictive conditions.
