Under cl 42.1 of AS2124-1992, the contractor's obligation to support payment claims with evidence and information constitutes a condition precedent to the superintendent's obligation to issue a payment certificate. If the contractor fails to provide the requisite evidence and information, the superintendent is not obliged to certify, and the principal's obligation to pay the claim amount in the absence of a certificate does not arise. The solution of issuing a nil certificate where evidence is lacking is rejected as unsatisfactory. 'Monthly' means at intervals of one calendar month, not merely once in each calendar month.
