Where a rolled-up count covers the substantial component of an offender's criminality but carries a lower maximum penalty than other counts on the presentment, the sentences on those other counts must not be used to punish the offender for the criminality encompassed by the rolled-up count. Sentences on the lesser counts that create a real anomaly when compared with the sentence on the rolled-up count will be held to overvalue the offender's criminality on those counts.
