In determining whether costs have been reasonably and properly incurred, it is relevant to consider whether those costs bear a reasonable relationship to the value and importance of the subject matter in issue. However, failure to consider proportionality will not alone warrant disturbing a costs assessment where there is considerable unexplained delay, the argument was not raised below, and there is no evidence of a reasonable prospect of material reduction.
