A sentence for a count upon which Form 1 matters are taken into account does not have to be proportionate to the criminality of that count alone; the Form 1 matters properly increase the total sentence. There is no unfairness in placing on a Form 1 offences that are separate and distinct acts of criminality committed in the course of committing another offence for which sentence is passed. The amount of money obtained in fraud offences is merely one factor and is not decisive of criminality or the appropriate sentence.
