Cumulative sentences are not required to be 'of a somewhat minimal nature'; they serve the legitimate purpose of ensuring offenders do not commit further offences with impunity. Maximum penalties are not reserved for repetitive offenders. When sentencing for fraud as an officer, the amount of money involved and the period over which offences are committed are important factors, and general deterrence is of particular significance given the trust necessarily reposed in employees. The sentencing purposes applicable to Form 1 offences are limited to personal deterrence and retribution; general deterrence, rehabilitation and protection of the community do not apply to the weight given to Form 1 offences.
