Planning policies adopted by a council that are not formally embodied in a development control plan may nevertheless be given significant weight in development assessment where they were developed through extensive community consultation, are compatible with existing planning instruments, and provide appropriate planning outcomes. The weight depends on six identified factors including the extent of consultation, consistency of application, and compatibility with other instruments. High quality architectural design does not of itself justify departure from carefully developed planning controls.
