In the absence of expert testimony as to the addictive qualities and psychological and social effects of various drugs of dependence, a sentencing judge does not err in failing to treat trafficking in a commercial quantity of cannabis more leniently than trafficking in commercial quantities of other drugs. The dried or usable weight of cannabis plants is a relevant sentencing factor distinct from the green weight that establishes the commercial quantity threshold. A sentence of 12 months' imprisonment for theft of electricity valued at $2,500 by a first offender is manifestly excessive even where the theft was connected to drug cultivation.
