Under s 98C of the Accident Compensation Act 1985 (Vic), 'injury' retains its traditional meaning of an identifiable physiological change to a body part. Loss of function in one body part caused by an injury to another body part is not a separate injury but is impairment resulting from the primary injury, to be assessed as part of the whole-of-body impairment from that injury. The NSW approach in Department of Public Works v Morrow, which focused on loss of function, does not apply to s 98C claims.
