A discount of 15.5% for an early plea of guilty combined with genuine remorse is insufficient where the applicant has a strong case for a utilitarian discount towards the top of the 10-25% range plus an additional subjective allowance. Pre-February 2003 Judicial Commission sentencing statistics are of very limited use for standard non-parole period offences. A reduction in head sentence for plea discount does not automatically require a consequential reduction in the non-parole period.
