When sentencing multiple offenders for riot, the head sentence must reflect each individual offender's role, aggravating and mitigating factors under s 21A, and subjective circumstances — not merely the objective seriousness of the riot as a whole. It is an error to confine individual differentiation to the non-parole period only. The parity principle applies not only where different sentences are imposed for the same offence, but also where the same sentence is imposed for a different number of serious offences.
