The importation process for the purposes of the offence of being knowingly concerned in importation is an extended and flexible concept that continues beyond the physical landing of goods and may include recovery, unpacking, sorting, and efforts to locate and retrieve drugs even after authorities have intercepted and substituted the consignment. A person may become knowingly concerned in an importation at a time when it has apparently broken down and efforts are being made to bring it to fruition. The concept extends close to its limits where the knowing involvement commences only after the goods have been landed and intercepted, and consists of efforts to ascertain what happened to substituted drugs and to recover them.
