There is a distinction of some significance between assistance actually given to prosecuting authorities and an offer of assistance which the authorities decline to accept; the latter does not have the same claim for a sentencing discount. In drug importation sentencing, the focus should be on what the offender actually did rather than attempting to identify precisely the offender's position in a hierarchy. A sentencing judge is not required to give detailed reasons for rejecting an offender's evidence on matters incidental to the sentencing process.
