A concurrent sentence with a PPCBR recommendation that effectively results in no additional imprisonment for a serious drug production offence committed while on parole is manifestly inadequate. The weight to be given to an offender's ill-health as a mitigating factor is reduced where the offending was committed while the offender was already suffering from the same conditions. For serious persistent drug production offending, a sentence of the order of seven years imprisonment is appropriate where age and ill-health are not material mitigating factors.
