Bail pending appeal on the ground of inadequate medical or psychological care in custody will only be granted in exceptional cases where there is obvious neglect of the prisoner's human rights — that is, of the entitlement to adequate and appropriate medical care. A court of law is peculiarly unsuited to evaluating the adequacy of treatment of a particular person in custody, and the threshold for intervention by way of bail is very high.
