In cases of culpable driving causing death involving extreme aggravating features — including extensive prior driving record, high blood alcohol, unlicensed driving, prolonged dangerous driving, and flight from police — general and specific deterrence must assume such significance as to substantially reduce the weight given to otherwise powerful mitigating factors such as guilty pleas, remorse, and rehabilitation prospects. A total effective sentence of 10 years for three deaths in such circumstances was manifestly inadequate; 12 years (with 9 year non-parole period) was substituted after applying the double jeopardy principle.
