A voluntary organisation operating budget holiday accommodation owes the same standard of reasonable care to paying visitors as any other occupier; the basic nature of accommodation and limited financial resources do not diminish the duty. The cost of remedial measures (here, exterior lighting and a landing) is assessed against the magnitude and probability of the risk, and where the premises are already supplied with electricity, the cost of providing lighting is unlikely to be great. An award of $100,000 for general damages for pain and suffering arising from a hip replacement with prospect of future revision surgery was held excessive; $75,000 was substituted.
