For the purposes of Schedule 1 to the State Environmental Planning Policy (Seniors Living) 2004, the mere appearance of a listed word (such as 'conservation') in a zone objective does not suffice to exclude land from the Policy's operation. The word must be used descriptively to identify the land, not merely to state a development objective or planning goal. Zone objectives may in principle contain identifying descriptions, but objectives framed as goals for the development of land (e.g., 'to conserve the biodiversity values') do not identify the land by the description 'conservation'.
