A Registrar's standard direction to file a defence within 28 days does not confer an unqualified right preventing the plaintiff from obtaining an order for judgment under Part 11 of the District Court Rules before that period expires. The words 'irregularly, illegally or against good faith' in Part 31 r 12A do not require proof of misconduct or dishonourable conduct. The District Court's power to set aside judgments is governed by its statutory framework, not any 'inherent jurisdiction'. Extensions of the 7-day period under Part 26 r 5A require full explanation of the delay and justifying circumstances.
