Where a drug trafficker with no prior criminal history demonstrates substantial and sustained rehabilitation over an extended period on bail (here, two and a half years of drug-free living and steady employment), this rehabilitation should be reflected in an earlier parole eligibility date even where the offending included reoffending on bail. A one-third parole recommendation may be insufficient to recognise such rehabilitation where it goes beyond mere cooperation with authorities. Separate sentences should not be imposed on supply counts that form part of a trafficking charge.
