Reformation of character during a period of delay between arrest and sentencing does not give an automatic right to a reduction or discount in sentence for serious drug offences; general deterrence may properly be given primacy over rehabilitation in cases of commercial drug trafficking. A non-parole period set at 60% of the head sentence may reflect recognition of rehabilitation.
