A government authority that makes representations to a citizen which are true when made but subsequently become false due to a change in policy is under a duty of care to correct those representations, and the political sensitivity of the policy change does not excuse the failure to do so. A plaintiff's knowledge that a represented outcome was not certain, and decision to act on the representation, does not negate the causative effect of the representation where the risk was represented as very small. Damages may be assessed on a broad brush basis where there is some evidence, notwithstanding significant uncertainties in proof, but substantial discounts will be applied for evidentiary deficiencies.
