A discount of 15% for a guilty plea is within the appropriate range where the plea was entered at an early stage but not at the earliest opportunity, particularly where the offender denied responsibility for a prolonged period before pleading guilty. Matters not advanced as special circumstances at the sentencing hearing cannot be re-agitated on appeal to seek a greater variation of the non-parole period ratio. Where delay in sentencing is not attributable to the Crown and the sentencing judge has taken rehabilitation into account, no further amelioration is required.
