An offender who leaves Australia for the purpose of importing drugs on return has significantly aggravated criminality compared to a usual courier, justifying a sentence at the top of the Wong and Leung guideline range even where the drug quantity is towards the lower end of the mid-level traffickable range. The Wong and Leung guideline range of 6-9 years for mid-level traffickable quantities already incorporates a discount for a guilty plea.
