The Thomson & Houlton guideline range of 10-25% creates no presumption of or entitlement to the maximum discount, even where the plea is entered at the earliest opportunity. Judicial Commission statistics have limited utility in assessing sentencing ranges for drug cultivation offences where the data does not reveal critical variables such as the offender's role, quantity of drugs, or whether assistance to authorities was provided.
