Bare declarations as to the existence and terms of contractual obligations will lack utility and may be summarily dismissed where no breach, claim or expense is alleged, and where determination of the declaratory issues separately from substantive claims would create problems of piecemeal litigation. The use of declarations to influence third-party government action is not a legitimate basis for establishing utility.
