A sentencing judge must expressly state in remarks on sentence that guilty pleas have been taken into account and it is desirable to quantify the discount. Where an offender has assisted law enforcement authorities, the judge must evaluate that assistance and it is appropriate to express a combined discount for the plea and the assistance. Where accumulation of sentences produces a non-parole period disproportionate to the overall sentence, the court will restructure the sentences to preserve a finding of special circumstances.
