The performance standards in section D of the Load Restraint Guide require that a load restraint system be capable of withstanding the specified forces without any movement of the load; 'unacceptable movement' is not the test. Expert evidence as to the physical capacity of a load restraint system to withstand specified forces does not infringe the ultimate issue rule as it does not involve the application of a legal standard. Such an expert need not conduct physical tests where the conclusion follows from general principles of physics.
