The one transaction rule does not apply to drug offences involving different types of prohibited drugs negotiated separately, even where the offences arise from an overriding intention to supply drugs. Where co-offenders receive the same total sentence despite one having fewer counts, parity is not breached if the sentencing judge correctly assesses their criminality as relevantly the same.
