SEPP 21 does not make permissible development for the purpose of a caravan park where such development is prohibited by a local environmental plan; it only requires development consent where otherwise not required. The definitions of 'moveable dwelling' and 'manufactured home' in the Local Government Act 1993 do not import a degree of permanency of habitation. A caravan park component of a 'tourist facility' under an LEP is limited to holiday accommodation and does not extend to permanent or long-term residential use.
