An offender's engagement in drug importation under duress does not negate the need for a sentence reflecting general deterrence, though duress remains a relevant mitigating factor. Where an offender is convicted of two drug offences involving significantly different quantities (here, approximately 4 kg and 12 kg), the same sentence for each offence is erroneous, and some accumulation is required to reflect the total criminality. Labels describing an offender's role ('courier', 'storeman', 'front') are not determinative; the objective features of the activities and the offender's position in the hierarchy are what matter.
